Minutes published as web pages — council records, board summaries, working-group recaps — are complete and almost unusable, because decisions, discussion and procedure are all written in the same flat register. Ancher separates them: what was settled, what someone is now responsible for, and what was deferred, each pointing back to the page and the section it came from.
The honest version
Official minutes record postponement in the same tone as approval, so the most consequential thing in a meeting — that an item moved again — reads like housekeeping. Working from the full page rather than a summary, Ancher can pull those out into their own section, and across several months of published minutes an item deferred repeatedly becomes obvious.

Turn these published minutes into usable notes. State which body met and when. Separate what was actually resolved from what was only discussed. List the actions and who the record names as responsible. Give deferred and carried-over items their own section, and where several meetings are provided, flag any item that appears in more than one. Cite the page and section heading for every line.
